Uttar Pradesh's new Digital Media Policy 2024 brings significant shifts to the social media space, with new regulations set to impact content creators across the state. 

The Uttar Pradesh government has officially introduced the Uttar Pradesh Digital Media Policy 2024, detailed in an order released on August 28th. This policy outlines the state’s approach to regulating social media content and offering financial incentives to influencers for promoting government schemes.

Here's what you need to know about the policy:

Incentives for social media creators 

Under this new policy, the government would be paying up to Rs 8 lakh per month to influencers who help publicize its initiatives. These content creators will be classified into three categories based on their number of subscribers and followers and the payments will be determined "solely based on the views" their content garners. To maintain proper financial control, the government has set specific payment limits for these influencers on various platforms.

For platforms such as X, Facebook, and Instagram, the maximum monthly payments are limited to Rs 5 lakh, Rs 4 lakh, and Rs 3 lakh, respectively. On YouTube, the limits differ by content type with payments set at Rs 8 lakh for videos, Rs 7 lakh for shorts, Rs 6 lakh for podcasts, and Rs 4 lakh for other formats.

Stringent penalties for inappropriate content

The policy imposes severe penalties for sharing 'objectionable' content on platforms such as Facebook, Instagram, X, and YouTube. Anti-national content is now a serious offense, punishable by imprisonment ranging from three years to a life sentence. Previously, such cases were dealt with under Sections 66E and 66F of the Information Technology (IT) Act. The policy also addresses the spread of obscene or defamatory content, warning that such actions could result in criminal defamation charges. This underscores the government’s intent to enforce strict legal consequences for digital misuse.

The government has designated ‘V-Form’, a digital agency to manage advertisements, including the promotion of videos, tweets, posts, and Reels. This agency will ensure that every content shared by the creators adheres to the regulations set forth by the new policy.
